Phoenix cannot heal injured mercs when they are taking ammo from ammo crate.
I was playing phoenix,I ran out of ammo so I went to nearest ammo crate (not kiras station, classic ammo crate). There was one injured merc refilling ammo too, his health was almost zero so I decided to give him health.
Full charge -> nothing. His healt was still as before. (phantom)
