Ok if as a sniper you hammer the jump key you will jump on the spot at a constant height. However I have found if you jump while looking through the scope at random intervals. Your jump height will only reach about half its normal height every once in a while.

I think if you release the jump key before your feet leave the ground then you don’t jump as high, maybe it’s related to that.
